I think that declaring is not required in every State.I myself do not declare
The duty to inform if you are a concealed carry holder and are carrying, is different from state to state. Personally, as an attorney who deals with clients who have been charged related to failure to inform, I always promptly inform, that way no matter what state I am located in I am covered. Plus, I have found it’s a great way to inform Law Enforcement that I am one of the good guys. Plus, it may help when it’s time for the Officer to make the decision to write you a ticket or not, it can’t hurt.
